red ear slider piggyback

i have one slider that is about 4 inches. i put two smaller ones in with him. they all get along but one will ride piggyback even when up on the basking log. seems the other small one has no desire to go for a ride.  I'm just wondering is this the norm?

The norm is for turtles to ignore each other unless one is bullying another or they are sharing a basking site.
