Answer
As far as the eyecaps, if they are retained you can usually tell just by looking at them as their eye is still slightly cloudy.
For the not eating, the only think that I can suggest is ordering a product called NutriBac. It is basically a white powder that contains the "good bacteria" that a snake uses to digest. Roll a much smaller than normal size food item for your snake in some nutribac. If your snake won't eat it you may need to force feed it. Normally I wouldn't recommend a force feed but it sounds like your snake probably needs it. For the food item size, if your snake normally eats a full grown mouse, give it a fuzzy or hopper. The small size will incrase the odds of the snake keeping it down so that the nutribac can work. If the snake holds it down, feed it again like this every 5 days or so. For the shedding problem, I have seen this on a couple of king and milksnakes that I own. I'm not sure if it's caused by a disease or some type of environment problem. Make sure that your snake has a humid hide box (ie small container with dark sphagnum moss that is moist).
