My snake is having muscle spasms in his tail, could it be from exposure to no- pest spray?

If you used pesticides in the area of his cage, then yes, it is possible. You should never use pesticides near your snakes cage. If you haven't used these near the snake, then I would suggest a visit to the reptile vet. The only sure way to diagnose a problem is in person though.
