Gaining the trust of an unsocialized dog

Question
Hi,

I have 5 dogs in my home now - 2 are long-term fosters. One - a 1.5 year old male is a 15-18lb mix from an ohio puppy mill. He has been in my home for 5 months now but is still extremely frightened of people. He does not allow me to pet him and I can only do so when I corner him.

He is very happy and well-adjusted being a member of the pack - plays all the time, tail up and wagging. However, if I even maintain eye contact for more than 2-3 seconds, he becomes afraid and runs away.

I've given it time - but feel like I should be doing something else in addition. Any advice would be greatly appreciated.

Answer
Well what I would recomend is try dog obediance schools-those often help with confidence and any other problems you may have

Sorry I wasn't more clear-I have worked with a number of abused/nervous dogs,I guess I should have meantioned there are trainers that just work with those types of dogs,in fact I volunteer for such a thing, thats the type of trainer that is needed, and sometimes(myself included)they do it one on one

Again sorry about the lack of explaining
