i have alot of questions about my chihuahua

ok i have alot of questions
- my dog wont eat everyday, when i 1st got him he ate all the time and i took him to get his rabies shot and he took a bad reaction from it and almost died and ever since he wont eat everyday, he will go days with out eating and when he does eat its not much...i took him to the vets and they gave me special food and said most dogs eat it but he wont so i took him back and they said to force feed him with that special food so i was doing that and he started eating a little more but not gaining weight at all....so he was eating for about a month and didn't gain a pound and lost a little more weight...so now hes not eating again everyday, he loves chicken and the vet said it was good for him but i cant feed him that all the time...i give him treats all the time but he gets sick of them and needs a change of treat hes soo picky...
- hes house trained and knows that he had to pee and poop outside but lately hes just been going pee outside and he waits to poop inside. also do Chihuahuas hold grudges because my bfs sister has a dog and they love eachother but she doesn't like when toby(my dog) is around its like shes jealous so hes been going down in her room and pooping and i think its because shes mean to him, i dont know though.
- he needs to get fixed but cant because hes too underweight and he keeps humping other dogs is there any way we can stop him?

Try mixing up a bit of dry dog food with some cottage cheese and some chicken baby food (in the little jars) and feeding it to your Chi.  They usually will eat this very good.  Your little dog is NOT going to let himself starve. He may be holding out for the "good stuff" which is the chicken or other table food.  You really need to get him out of the habit NOW or you never will.  Put a little of the food mixture that I just mentioned down for him, if he doesn't eat it within a few hours, take it up and do NOT feed anything else til next feeding time.  I think you will be surprised how much better he will start eating.  As I said, he is not going to let himself starve.

Yes, he needs to be neutered and most Vets won't do that if the dog is underweight.  His hormones are raging and I have no idea what you can do about it.  Just concentrate on his diet and hopefully he will eat better and put enough weight on for the surgery.

Tell your sister to close her bedroom door!  If he can't get in there, he won't poop in there!!  I'm not sure if a dog will hold a grudge, but I'd sure find out if she is abusing him!  Set up a hidden video camera and see what goes on when you're not around!  There is no excuse for animal abuse!
