crate peeing and pooping

i have a teacup chihuahua, he's almost 9 yrs old.(Samson).He is always peeing and pooping in he's cage.He goes outside about every 1.5 hours. in the summer he's out all day,and still does it. its gotten worse this last year.

As dogs get older, they have the same problems humans do, and sometimes have more incontenance with their bladder and bowels.
It doesn't mattet if he goes outside every 30 minutes, if he is not outside when he needs to go poop.
He probably can't hold himself as well as he used to be able to.He needs to go out after he eats, and stay out till he does his business.
Also, if he was never trained to go outside all the time, he naturally wouldn't do it when it is more trouble for him to get out there.
