Embaressing dog problem

Hello, I recently inherited a 2 year old King Charles Spanial, he seems to get arroused very easily and if he gets at all excited his lipstick pops out (sorry for the phrasing, coulding think how to desribe it) But the most allarming thing is that sometimes when he is licking his genital area, his lipstick comes out and is very long and it looks as though one of his testicals even comes out. It looks very abnormal but having never owned a dog before I am unsure. Other than that he is very healthy and happy. I know you are not a vet but was wondering if you had any advice for my very strange question. Thank you!!

That's a male dog for you.  Not much you can do, except not let him lick and when he get's excited, stop whatever you're doing and let him simmer down.  Or, just get used to it.  I have a male dog (a service dog), so he's with me in a lot of pictures.  For a board I'm on, we had to crop the picture accordingly because it was the only one we had and needed to use it, but his "lipstick" was extended.
