We recently purchased a choc lab puppy. She is now 8 weeks old and weighs roughly 5 pounds. Everyone is saying she is very small. She was not the runt of the litter, she was actually the biggest out of 7. How much should a healthy puppy at this age weigh?

That sounds entirely out of the normal range. did you see the parents?  Were they labs?  

What you need to do now is feed her properly and keep her at a healthy weight for whatever size she is.  You should be feeding a puppy chow now. Switching to an adult chow for the larger breeds at 4 months, slows growth and helps develop sturdier joints.

Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them. Each dog is different. Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs.
