Question
My sheltie/shepard mix stays outside when we are at work.  I bought her a doghouse for hot and rainy days, but she will not go inside.  I put treats inside, but as soon as she eats them she runs out.  If I put toys inside, she grabs the toy and comes back out.She will not stay inside, no matter what. How can I get her to understand that that is her house?

She understands it, she just doesn't like it, or she is afraid of it.
chances are, she goes in there when you are not looking.
I would suggest building a lean-to type of carport-like structure for her to get under for shade and to get out of the rain. Bulid it over the dog house, and she may eventually start to go into the dog house.
If you have a room, like a large laundry room, basement, or kitchen, where she could stay that doesn't have carpet on it, and possible she could stay inside.
There is danger of someone stealing her when you are gone, if she is outside.
Summer gets a little too hot for dogs outside.
there are many health advantges to having them indoors, especially when you are not at home.
she could just be coming out because you are there, and she wants to be where you are.
could a neighbor watch to see if she goes in there when you are not at home?
