puppy mill rescue dog

My husband and I adopted a 1 1/2 yr. old pomeranian who lived in a cage in a
puppy mill.  He is having trouble bonding and trusting.  How can we train him
and teach him to trust?

ostly it's going to take a lot of time

But what does help is encouraging the dog with treats,for even doing small things like venturing out on his own further then he has before,and when he comes to you,give him a small treat as well as verbal praise and petting
