dog potty problems

I got a pug from someone and the potty training was not well.He will only go in the utility room or on the deck.He will not go in the grass outside.How do I break him of these habits.

the best way would be to use a crate,and what you do is keep him in there at all times except to go to the bathroom,to go outside,to be fed,played with ect for about three weeks and slowly let him out more
