House Training Regression

Question
I have two Yorkshire Terriers.  One is a male that is about 7 months old and the other is a female that is 10 weeks old.  We've had the male since he was 10 weeks old and made great progress in house training him.  When we got the female a few weeks ago, the male started peeing in the house frequently.  He seems to be going this out of spite.  I can take him out and he pees, and then I will bring him back in and he will pee within 20 minutes.  He even peed on the couch less than 1 1/2 hours after he went out to pee.  He seems to pee immediately after the female pees in the house.  I have been very frustrated with him and have been scolding him when I discover the pee.  I am trying to now not make a big deal over it, but it is difficult.  I have always praised him when he did his business outside, but have stepped it up lately.  I have also started giving him a treat immediately after his pees.  Even with this, I have not seen an appreciable improvement.  What should I do to help stop this?

This could be tough.  I am not sure it is exactly spite, perhaps more leadership and claiming the house.  neutering him if not already should help. The key to most behavior problems is approaching things using the dog's natural instincts. Dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog. Life is much easier if the 2 legged pack members outrank the 4 legged ones. You can learn to play the role of top dog by reading some books or going to a good obedience class. A good obedience class or book is about you being top dog, not about rewarding standard commands with a treat. When you are around you need to keep a close eye on the dog. Use closed doors or gates to keep it in the same room as you are, and perhaps as I do, a short chain fastened to the computer desk. If you catch it in the act, give it a sharp ''Ah, ah, ah!'' and take it out. When you can't watch it, crate it.
