Question
I am having extreme difficulty trying to find the right food and remedy for my
Dalmation's anal licking and flatulance. Is this a normal recurring problem
with this breed?

I don't have any figures specific to Dalmatians, but many breeds have individuals with those problems.  Having a vet or groomer empty them periodically controls the anal gland problem.  In severe cases, the vet can remove them.  

While most dogs will thrive on most chows, the flatulence is a matter of individual body chemistry.  All I can say is read the ingredients and try foods as unlike as possible.  Contrary to what you may have read, the more expensive brands are no more likely to be better than the cheap ones.  A corn based chow will produce bulkier stools that could naturally empty the anal glands.
