Cataract in 13 yr old German Shepherd

Question
Hi,
My male German Shepherd is 13 yrs old with cataract in both eyes.  Two years ago, i consulted a vet. opthalmic surgeon for surgery by laser and she advised me that he would not tolerate the anesthesia as it will be spinal and not local.  He was not operated.  Is there any other way to treat him?  I am from Chennai, India, and need to know if this could lead to him being frustrated, depressed and lead to him becoming rabid due to this?  We love this guy, Rex, is his name and is a king in our lives.
Thanks for any suggestion.  P.S. Heard about Bright Eyes, but it is not available here in my country.

Answer
First, cataracts have absolutely nothing to do with rabies, which is a viral disease that is acquired by being bitten by a rabid mammal.

Your dog is not "totally" blind, as he can still see light and dark, but his vision will be seriously impaired. Blind dogs can adapt very well with time; the important thing is to not move the furniture around and confuse him. Continue to give him lots of love and be his eyes so that he doesn't get himself into trouble like walking over the edge of something and falling, or getting into the street. Keep talking to him and always let the dog smell your hand before touching him so that he is not startled.
