Corgi Nervous

i have had my dog for almost a year now, i got her when she was 7 months old. she is very nervous around new people and new places. she shakes and pants a lot. she is hard to calm down and i have noticed that when i try to talk her down and hold her she shakes more. what can i do to help her get over this.

Have people avoid making eye contact with her or letting their teeth show in a smile.  Don't let them pet the top of her head.  Have them offer her treats and talk softly.  

She may not have met enough different people before she was 12 week sold.  It is very difficult to undo poor early socialization, but you should be able to help her do better.
