Hi, i have a 8 week old puppy who's skull has not finished forming on the top of his head. He is alot smaller then his siblings, and is not as active as them, he seems to sleep all the time and never really wants to play. Do you think this could be signs of him being retarded?

if you are concerned about your puppy being lethargic then the obvious thing to do would to have a vet examine him.
NO he is not retarded. Their skull is formed at birth not open. His problem is that he is lethargic and you need to take him to the vet to find out why. Have you wormed him? vaccinated? applied flea and tick control? is he on a premium quality puppy food?
all of the above are things a responsible pet owner needs to do, if you have not done this, do it now
