19yr old Shih Tzu

Has gone blind due to cataracs(can"t spell) Has begun to generate milky white eye debri which becomes crusty. Have used eye drops but does not seem to help suggestions?

It sounds as if you are doing all that you can do!  I would keep it clean and keep the eye drops in.  If you are very concerned, please call your vet.  Another option is to go to this link http://groups.yahoo.com/group/Everything_ShihTzu/ and join this group.  There are some wonderful people on this group who deal with matters like this on a daily basis.  My best to you are your little one.
