DOBERMAN IS LICKING PADS

MY 20 MONTH OLD DOBIE HAS LICKED HER FRONT PADS RAW. I GUESS THEY ARE CALLED DEW CLAWS. THEY ARE UP PRETTY HIGH ON HER FRONT LEG. WHY DOES SHE DO THIS?

Could be any number of things (none of which can be diagnosed over the internet).  The pads could be irritated (foxtail, sticker, etc) or, more likely, since she's licking both, it's probably just nervous licking.  Try googling DAP (dog appeasing pheromone), you can also try Saint Johns wort (helps calm).  Check with your vet first to make sure it's nothing medical and before you start with anything I've suggested.
