Hi,
I know you must get a lot of housebreaking questions but I haven't found an answer to this question any where else.  We have a 3 month old male beagle puppy.  We have only been training him for a little over a week and I know training takes time but I had hoped to see some improvement by now.  the thing that has me baffled is that when we leave him alone to go to work we fence him into a small section at the end of the hall where his crate and toys are and he does a great job of not making messes.  I come home at lunch to feed him and let him out and I've only found a couple of messes.  However when we are home and he has the run of the house he pees everywhere!  he goes at least once an hour and not in any one spot.  he just stops what he's doing and immediately pees, he will hardly sniff or circle at all.  We will see him start sniffing and in the time it takes to walk over to get him he has started peeing.  he is on a feeding schedule and we let him outside on a regular basis but he'll pee outside and then 15 minutes latter pee in the house.  How can he do so well when he's alone and so terrible when we're home watching him?

In some ways, a 2 month old learns quicker than a 3 month old, and it is easier to predict when they will need to go out.  When you do take him out, walk him around some more after he goes.  Some dogs are too excited at being out to fully empty their bladder.  Lavish praise on him when he goes outside.  

When you are around you need to keep a close eye on the dog.  Use closed doors or gates to keep it in the same room as you are, and perhaps as I do, a short chain fastened to the computer desk.  If you catch it in the act, give it a sharp ''Ah, ah, ah!'' and take it out.  Again, walk him until he does something.  When you can't watch it, crate it.

He may hold when confined to keep his quarters clean, but loose in the house, figure he can walk away from it.  Maybe a month form now, you will realize one day he hasn't had any accident for a while.
