I have a question is it possible that a puppy born with black nails can in fact have white nails now? He is 2 years old and is drastically underweight now and has just come from a shelter

I suppose its possible - pigment can change as a dog ages, although I've seen white nails turn black not vice versa.  Unless what your describing is from malnutrition - I have seen some dogs and puppies who haven't been fed properly develop white lines on their nails, which eventually grow out once they get proper nutrition.
