no matter what i use my new dog still stinks she was a stray that showed up at work so i have no background

You did not say if you have had this dog examined by a proper Vet yet/ If not do so right away- smell can often be the signal a dog needs medical attention. A couple of things come to mind... Ear infection stinks and needs flushing and medication. Anal glans need expressing, or a fungus since you are so close to the water smells like dirty socks....
Try medication shampoos at the least- weekly!
