My dog keeps biting and chewing his lower back...

I was referred to you by someone on dogster.com.  My dog is 10 years old and for the past 6 years or so he's been of and on chewing and biting his lower back by his tail.  Thats the only spot he chews at.  He doesn't have fleas and its not mange because the hair will grow back.  I'm pretty sure he is allergic to something in the dog food.  He's been on numerous foods and the only one that seem to help some was Science Diet Senstive Skin.  I went to the pet store and asked someone what would be good for him and she said to try Nature's Best.  Do you think that it is something in the dog food or could it be something else?  Is there something else I could try to give him...like a supplement or vitamin?  I know it must be painful for him...just looking for any suggestions.  Thank you for your time.
