Pug with skin problems; pugs and yeast bacteria ;

L have 3 adorable pugs: Max, Gypsy and Chico. Max is the oldest and he has always had a hot spot on his left cheek from when Gypsy was a puppy - she would playfully bite his cheeks. Now I can't keep Chico from licking Max's ears and his cheek with the hot spot. Max keeps getting a recurring dry and redness on his cheek. Above it there is a hard section that could be calloused under his fur. I clean it with a cotton ball dabbed in witch hazel and then apply anti-bacterial ointment and a cone to keep Chico from licking Max's wounds I also notice his ears have redness. What do you recommend for the hot spots and a good method to keep Chico from continually wanting to groom Max? We usually bathe them every two weeks in baby shampoo. I feed them natural dog food and bake the majority of their treats with oatmeal, peanut butter and flour. I hate to have to separate the two male pugs, they get along so well and Max seems to be lonely when he's not with the other two pugs.
