Question
Will neutering my four month Shi Tzu / Maltese help with him marking the house, his odor or hyper activity.

Your puppy is just a baby, so he is likely not completel housetrained yet as opposed to marking. Marking comes with some maturity.

Your should always have your dog neutered as it helps him live longer and avoid unecessary problems. You should take him to the vet to make sure all his shots are up to date, that he does not have worms and to schedule when he will be old enough to neuter.

His activity level will calm down as he gets older.

His odor can only be controlled by keeping his bed, crate and surroundings clean so he does not get poop or pee on his coat and giving him a bath. He should not need a bath more than every couple of weeks though. More than that and his coat and skin will dry out.
