my russel was in a kennel before i got him never around people i can not get near him ,how do i handle this

Start by putting a harness and leash on him and make him drag it around all the time. It will give you the ability to get ahold of him.  

When I get a new dog in my house who needs this kind of help, I put them in a wire crate and basically ignore them except for meals and potty time.  He likely needs some time to observe your household and get used to how things work.

Once he's a little more used to you, I would recommend tying the end of the leash to a beltloop and making him go with you everywhere around the house.

Once he's a little calmer, it is **vital** that you take him to an obedience class.  That will help him get used to the big world.

I think he likely just needs some time and you being calmly in charge of things.
