i cannot get my toy fox terrier house broke. I've never had this much trouble house training a dog. shes smart she knows sit stay, outside, treat but she wont stop peeing in the house help.

Sometimes there are other problems that contribute to this issue. It could be physical. Many times this is the result of recurring kidney/bladder/ urinary tract infections. Have you had a sample tested? That is the first thing to do. After ruling that out, has she been neutered? Happens but rarely talked about is nipping the muscle that controls the bladder and leakage occurs because of poor muscle control. If she is NOT neutered, then it is common for a female to mark before a heat to "announce" her services to nearby suitors...
I often recommend using doggie diaper wraps that you insert a liner into. Even newborn diapers for small dogs- just put them on back to front and punch a hole through for the tail. I find these work best. Most dogs aren't too happy wearing them and get the idea after a while- even if they don't it beats having to clean up all the time and being mad or frustrated with the dog- especially if they can't help it.
Talk with your vet about the pill they have for this problem as well.
