Toy Poodle and Winter Months`

Our Toy Poodle (mix) isn't doing her business outside when the temperatures are extremely cold.  She's 13 years old and doesn't normally have a problem going outside. We can't get her to move around, she just stands there lifting her paws and runs back to the house without even stopping to pee.  Can you give us any suggestions?  Thank you.

You have to get her to move around.  They can only walk and hold it so long.  Take her out on leash.  If getting out in front and coaxing her doesn't work, try dropping behind her and running by in baby steps calling ''Go, go, go!'' in a happy, excited voice.  Once nature has its way, praise her.  

You might try a sweater too.  Most of them cover the back and chest, but not the privates.
