My poodle was in my lap,  She is due to have puppies and all of a sudden I saw a red bag hanging from her rectum.  It startled me and I yelled for my friend to come this scared her and she jumped down and ran off.  This stayed this was for a 3-4 min and went back up inside her.  She is now laying in box licking herself is there something wrong?

Hello Brit,
There is nothing wrong, what you are probably seeing is the placenta, or birthing sac which can sometimes come out before the puppy is born.  The puppy will probably be delivered soon after.  You might also see the female starting to push.  This is fine and normal.  Let her do as much as you feel comfortable with.  You can let her eat the placenta (its actually good for her) and you can let her chew the cord, but make sure that she doesn't chew it too close to the babies belly.

If you have idoine, you can dip the stump into it to sanitize it.  This way, bacteria on the end of the stump won't cause an infection.  
Make sure the puppies are breathing then put them on a teat and see if they start nursing.
