Answer
Hello Tanya,
I have to start off by saying that its REALLY unadvisable to breed brother to sister, because it can cause severe faults if either of your dogs has any problems that could be passed on to the puppies.  When you breed brother to sister, and there is even one thing that is wrong with either the mother or father, it doubles the gene for that fault in the puppies and is a sure way to give those puppies that fault.  Lets say that the father and mother both have liver lips and eye rims.  If you breed the mother to the father, your puppies will definitely have liver lips and eye rims because they got it from both mother and father.  By breeding brother and sister, you really have to know what is in both dogs so that you don't give something bad to the puppies.  So please make sure that you know all about both the mother and the father before breeding them.

Now, to help your male reach the female better, have him stand on a box of some kind so that he can reach the female.  You might have to hold the female up to the box so that the male can come up to her and mount, but he should be able to reach her better with something to stand on.

Give it a try and if you have other questions for me, please feel free to ask.
