Hello;   
I have a 4 month black lab whom I got at 8 weeks old. For some reason she seems to not have grasped the concept of going outside to pee.
She is constantly peeing in her crate. My older lab was house broken by 4 mts old and with my new pup I am trying the same technique and she seems to just not get it.
I take her out every 3 hrs; even during the night, yet she still pees in her crate. When she goes outside she pees and poos (if needed) and I compliment her. After eating, drinking, sleeping, playing etc I take her out. She is also woken up in the night to go outside as I know if I do not do this I will find that she peed and slept in it.
I also found that when I decreased the amount of time inbetween going outside she still pees inside the crate. When she pees in the crate I do let her know that it is a no no, and eventhough I do not see when she does it I still take her out right away.
I also found she pees the crate if my husband goes to get her and sometimes if he talks to her!! He is always gentle and nice to her.   

Otherwise my pup is smart and is learning other things quite well.
Unlike most labs, she is not a huge grabber, she is not really a jump on people type  she rarely nips and is not a barker...but she is not getting this house breaking thing!

Please advise on what I might do to correct this problem.

I can relate to your problem. One of the labs i trained had a very similar problem - he'd always pee in his crate only.

The problem is that once they have peed - then the smell remains and they tend to relate that smell to their time to pee. So next time he's about to pee - put a newspaper under him. Let him pee on it. Save this newspaper and take it outside someplace. When you take him out next - let him walk over the paper. You'll see him pee immediately.

Do this for a few times and he'll relate to the place. He'll start peeing there.
