29 Days Old Lab not able to hear

Question
We have a 29 days old brown lab, and looks like its not able to hear to any noises. Is the lab to young to develop hearing capability or is he born deaf. We tried making lond noises from all diretions , while the dog was awake and while it was sleeping also. But no response from the dog.

I am not sure which questions bother me more, the clueless looking for help breeding dogs, or those like you struggling with their results.  Puppies are born with their ears as well as eyes closed, but they open within about a week.  By 4 weeks, they should be responding normally to noise.  They should also still be with their mother and litter for a few more weeks.  

This will be a difficult puppy, but manageable.  You can train it to respond to hand signals.  I know a little about training dogs for the deaf.  You should be able to train it to respond to hand signals.  I am not sure where to send you for more information.
