Can my 12 yr old Siberian breed? He never has.

Answer
He probably could figure it out. If you exspecting to register them AKC. The AKC doen't recongnize the breedings of males over the age of 10. So it would be pointless to do so if that is what you want. The AKC wouldn't register the litter.
