Question
When taking my pomeranian out for a walk he seems to bark at everyone he sees.  His barking is out of control.  He'll go out of his way barking as much as he can and jumps.  How can I stop this behavior.  I got the pomeranian for my mom so she wouldn't be lonely when I go away to college.  She loves taking him on walks and he loves it too, but his barkings are outrageous.  How can we fix  this?

You should take this Pom to obedience classes. This is bad manners.  
I am no expert on canine training but IF IT WERE MY DOG, I would use a choke chain just as a training tool and gently give a slight tug and then let loose at the barks.  Also give a comand at the same time or make a sound your dog kows means that what it is doing is unacceptable.  A firm SHH! or "no" at the same time as the slight tug.  And ONLY do it at the bark or just before.  The dog should also be walked every day to get out its pent up tension and excitement.  Only give affection when the dog is being calm and submissive to you-not fearful or aggresive.
