Please help I may have to sell my pom

My pom is 10wks old I have had her for a month. The first 3weeks I had her she would poop once or twice in her cage. I have her in a cage in a small area just enough for her to lay down when i 'm sleeping or not home. I fed her 2 time a day she would eat 2/3 a cup of natural choice puppy food. I take her out at 5 am 7 am 730 8am 9 am and then at 12 no matter what she still poops and pees even though for 3 weeks she was going out all the time the past week she has been pooping more often when I take her outside she usually goes poop and pee i praise her for going stay out for 15min at least and i can't keep her from going in her cage i cant leave for more than 1 1/2 hours the vet said shes healthy 2x      
when she does both outside i leave her out of the cage I don't know what to do even when shes closed of in her small area she poops and lays in it after 1 1/2 hrs alone I have never had a dog like this my husband won't let me paper train her she even moves the paper out from underneath her and gets it on the plastic my husband wants me to sell her please help me she made no progress

Your puppy is too young to expect her to be potty trained and if your husband does not have the patience for her to learn... well into 6 months- then you need to find her a home where she will have the patience and understanding that she is still a baby and takes a lot of time to learn to potty train.  I train my to go in a litter box.
