Answer
You would be hard pressed to find a Bulldog without some sort of soft pallet or other breathing issue. First of all, he's a puppy and it can't be corrected until he's at least a year old. At least that's what my vet recommends. Secondarily, you may not have to have surgery at all if it is manageable.

He may cough up food and water in a frothy foam. If so, raise his dishes off the floor about 6 inches and see if this helps.  If he sounds like he has a throat full of "snot"(sorry) when the weather is hot and humid, get a squeezy lemon from the grocery store.  Give him a squirt toward the back of his mouth and this will cause him to salivate and clear his airway.

Not every elongated soft pallet requires surgery. Although, if at all possible, I would recommend having it repaired when he's older simply because he will live a longer, healthier life. These dogs are prone to upper respiratory infections simply because they can't cough up the gunk in their lungs.
