AnswerThe first thing to do is have a fecal exam to see if he's harboring any parasites that may be keeping him from gaining. Tapeworms are a huge problem and often go unnoticed. If this dog has or has had a flea infestation, tell your vet and ask that he worm him for tapes regardless whether or not any segments show up in an exam.
I would use a high quality, high fat, dog food, like Eukanuba, medium breed food. If you're not "free feeding" him, it's a good idea. This means leaving food down for him at all times. You can give him treats, but not a lot. It's better that he gains weight gradually.
