My boxer has bumps that bleed around her mouth and chin

My brindle boxer is going to be 3 this year. She has these bumps on her muzzle and chin that kinda look like red blisters and they bleed when she scratches them open. I took her to the vet and they don't seem to know what is wrong. She said something about allergies. Is there anything I can do, like neosporin, that will help get rid of these? Could it be cause from her plastic food bowls?

Sounds like Boxer acne :)

Not a big deal and pretty common.  Yes, it's most definitely caused or aggravated by her plastic bowls.  Switch to the metal bowls.  Plastic holds TONS of bacteria.  Even after you change to metal, make sure to wash them really well in hot water every day.

You can try dabbing on a bit of peroxide, a mild astringent (SeaBreeze, Noxzema, etc. or salt water but getting rid of the plastic bowls should help a lot.  :)  Neosporin will keep them moist and you don't want that...you want it to dry up.
