I have a cat that is about 4 years old and I can't seem to break him from rolling off the toilet paper from the roll, scratching at our hamper(which happens at about the same time every night and he is declawed in the front) and also when we pet him he will suddenly snap with putting his mouth on your wrist, hand, arm and will sometimes leave marks because he has snapped a little too hard.
I will take any advice that I can get. We are constantly going after him with a water bottle and it doesn't seem to do anything.

You have allowed your cat to get away with anti-social behavior.  Also, the water bottle is absolutely useless in most discipline situations.

If you have much patience and perseverance, you can break your cat of the nipping habit.  First off, do not go to pet him.  Ignore him!  Make pretend he does not exist.  When he comes to you or any family member for affection, begin to pet him.  If he starts with the biting behavior, stop and get up and walk away.  Eventually he may get the idea that nipping humans is a no no.  You and all in your family must be absolutely faithful to this training.  You all must be consistent in doing this or the biting behavior will never stop.

Normally we start when they are little kittens and they get broken of the habit quickly.  4 years is a bit old to do this kind of socialization, but the behavior change is doable with patience, perseverance and absolute constancy!!!!!

The simplest way to keep the cat from unrolling your toilet paper and scratching on the hamper is to deny him access to that bathroom.
