male cat that is too rough

I have a small female cat, she had two male babies.  They are approx. two years old now.  they are both a lot bigger than her.  One of them is extremely aggressive with the other two, even though they have both been neuterd.  I have to break them up all the time, becouse he hurts them.  What can I do to make him a little more gentle.

This could be play fighting, but if you are worried that someone is getting hurt it is probably not.  If I were there witnessing I could help more- what i suggest is that you observe how this starts, if anything triggers it and what is going on when it all happens.
