I have an eight-month-old neutered male Siamese kitten. I also have a six-month-old female Bengal who has not yet been spayed. Can the female Bengal go into heat even though the male she shares her home with is neutered and has no interest in mating with her? The reason I ask is that the Bengal seems to be more agitated, vocal, and needy than normal. I'm not sure what the signs are of a female cat in heat.

A female cat doesn't need an intact male to stimulate her to go into season. A female cat living with no other cats will go into heat. I suspect that based on your description of your little girl's behavior that she is indeed in season, so I would suggest that you not allow any unaltered male cats near her and that you have her spayed as soon as possible to avoid any accidental breeding.
