Hello
Kitten is I am guestimating about 6 weeksor so.
No tail....rectum seems distended....seems to urinate without knowing....rump is always wet
My daughter brought it home to me, I guess to fix.
It's a sweetheart, playful, no mobility issues, just the oozing rearend.
I have searched the web, and the only thing that sticks in my mind is
Manx syndrome....but that is only because I have never had a kitty this young, and the missing tail is in my mind.
Wants to scrath in the litter, but then jumps out..
I am thinking ...that is isn't aware of when it has to go.

Yes, from what you have described you are thinking along the right line with the Manx Syndrome. Cats that are born without tails often will have additional birth defect that can affect the nerves, leading to incontinence.  

Cats affected in this way can be wonderful pets but do require a bit more tender loving care.  They can be kept in a separate tiled area where their incontinence does not cause a problem or there are also special diapers made for situations such as these (http://www.petdiapers.com/ is one such source, though I have not worked with them myself, this is a third party recommendation).  They would need to be cleaned daily to help avoid skin irritation and possible infection.

I would suggest having the kitten examined by your veterinarian to make sure all is well except for the incontinence.  If the rectum is abnormally distended it is possibly a rectal prolapse due to the muscles in the area being abnormal due to the birth defect.  This can usually be corrected.
