how long can a snowflake moray eel live out of water? he keeps jumping out

First of all, yikes.  Poor eel!  

I'd consider getting a tank top.

I wouldn't advise keeping him out of water at all, as it is an eel and breathes water.  

These are often sold as freshwater eels.  They are indeed not.  They are saltwater...but to answer your question, he cannot stay out of water at all.  He is not an amphibian.  He's an eel, and an eel is much like a fish.  They breathe full water. :)

I truly hope this helps and you can find some way to block the tank's top.

A Snowflake Eel requires a large aquarium, also, to house it.  They do grow quite large.
