Tank cycling and frogs

Question
I have a 20 gallon fish tank.  The current inhabitants are 4 tuffies, 2 catfish and 2 African clawed frogs, Albino type.  I have a Penguin 150 filterand an underground filter.  Every 2 weeks or so the water becomes milky.  I have tried cycling th tank.  Everyone is kept in another tank when the water becomes bad, so I can clean it.  I watch the ammonia levels and pH rise but none of the other levels change.  Are frogs more waste prone than fish?  Oh, the frogs eat the tuffies so there are probably 2 or 3 now.  They eat them at about 3 or 4 each time I put them in.  Would it be helpful to take the filter from the other tank to help shorten the cycle the new one.  The other tank is only 5 gallons and it breaks my heart to have them in that tank for ectended periods of time.  Any help would be appreciated.

Thanks for your questions. If the frongs eat the tuffies, there's not much you can do about that. The frogs see them as food - gulp.
As for the water, I wonder if this could be over feeding. Read over my easy care instructions for freshwater aquarium care and see if the description of over feeding could fit your situation:

I don't recommend any chemical treatments, except Cycle, which is not a chemical (organic biology).
Most aquarium problems stem from over feeding. Try the emergency procedures described at the bottom of the page, but you don't have to remove the fish to a different tank.
