Goldfish + Lighting Problem

Question
I recently bought this 6.5 Gallon "Bookshelf" sized tank and it came with flourescent lighting.  I put my shubunkin goldfish in it and I have noticed that every time I turn on the light, it startles him for a couple seconds and then he goes into the corner of the tank and just sits on the bottom not really moving.  He stays that way basically the whole time unless he's eating.  When I turn it off, he immediately starts moving around normally.  I recently just bought another shubunkin to join him in the tank (they are both small at the moment and yes, I will update their tank size as they grow) and this shubunkin does the exact same thing.  I'm wondering why the light causes them to do this?  I've read that flourescent lighting is safe for all fish.  Do you advise to just keep the light off and not use it?  Thanks for your time and consideration.

Answer
If you have recently purchased these fish I would assume their odd behavior is due to their new environment.  Turning the light on allows you to see them and they will be aware of that.  Once they get used to the fact that you feed them and aren't going to eat them, they will settle down.  I would keep turn on the light during the day.  If you are going to upgrade your tank, I recommend doing it sooner rather then later.  Young Shubunkins need at least 15g each as juveniles and 30-40g each as adults.  I hope this information help you.
