I have two oscars in a tank and just very recently one has started to look horrible.  It is the smaller of the two oscars and the larger one is about 1 inch bigger.  I do not know if the larger fish has been tourmenting it.  But, I have not seen any sign of the larger one picking on the smaller one today, or really ever.  But, it looks as if its scales are peeling away.  Also, its fins are very haggered looking as well.  All the fish does is just stay to the very top and barely wants to eat.  It just floats there and not really swimming at all.

Whether you see it or not, your fish are fighting.  Badly.  With a size difference of an inch, that is pretty substantial.  The Oscar at the top stays there because its tougher for another Oscar to establish its territory looking up.  Its afraid to eat for fear of crossing into the other Oscar's territory.  Separate the two, Melafix and Pimafix the injured one, then either get a bigger tank, or give one away.  Its the unfortunate nature of the Oscar, they're very territorial, and at times, they can be mean.  Let me know if you need help medicating or take care of either one.  Thanks and good luck.
