my other black moor

As you know I have two black moors. Well the smaller ones eye has a white smudge on it and a little white on her back. She doesn't have clamped fins. do u know whats wrong?

This seems highly likely to be a fungus. Is it fuzzy or slimy looking? If so, it is definately a fungus. Is she in the big tank? If so, I am sad to say that you may have to treat the whole tank. However, if no one else is showing signs you can only treat her. But I would not advice putting her and treating her in the same tank the other moor is in. I am not sure how you will figure out to treat her but I am almost certain it is a fungus. You can get a fungal treatment at the local petstore, just a basic fungal treatment, and remember to follow the directions. Keep me posted if you need more help.
