Our neighbor gave us a 125 gallon tank, we cleaned the tank and everything that goes in it with bleach and then filled it with tap water. We turned on the bubblers and just let it run. After 7 days when we were ready to buy fish we notice the tank was cloudy, so we emptied it out and tired again, same results except that this time I noticed a thin white fungus growing on some of the plastic plants. Should I have fun the filter also, or could there be something in this tank that the bleach did not kill

I would suspect just microscopic particles in the water are causing it. Cloudiness and white film are very common in new tanks. Run the filter too. It should be running all the time anyway. Just remember to start very slow in adding new fish and keep in mind that you need to stock very, very lightly get it through the break-in period safely. Cloudiness off and on is very common during that time and it takes 6 weeks or so. Here is a link to my article about that;
