Answer
Hi Kaitiri,
I'm sorry to hear about your betta. Poor thing, it sounds like he is really sick. Faded color and refusing to eat are sure signs and protruding eyes usually means the condition known as "Popeye". Popeye can be caused by many various things, whether it be bacterial, viral, or environmental or even an injury. Typically, if just one eye is protruding it is usually an injury that oftentimes clean water and epsom salt can help.
But if its both eyes it could certainly be bacterial, I would start changing 50% of his water everyday, make sure the gravel is clean and keep his tank temperature warm (at least 78-80F consistently) An antibiotic such as Maracyn may help. Neomyacin Sulphate is also a highly recommended antibiotic for treating popeye, typical dosage is: 250 mg/gallon.

Above all, try to improve the environmental conditions as much as you can. Keep his water as clean as possible and keep the temperature warm and stable and feed him a high quality and varied diet if you can.

I really hope this helps. Hopefully he isn't too far gone.
Best of luck!
Karen~
