Hi, I have 2 questions really. Firstly, is freshwater and coldwater the same? and secondly, I'm getting a 28l tank and am looking at getting some white cloud minnows and if i can find them, some japanese ricefish. Can you give me any ideas about how many i can keep in such a small tank and any other fish suggestions?

A freshwater aquarium is either a tropical aquarium with fish that like tropical, warm water.  Some examples are tetras, angel fish, bettas, and loaches.  The other is a coldwater tank.  This tank would be fish such as white clouds and goldfish.  

A 28L is less than 10 gallons.  I would not put even white clouds in this tank.  I would only suggest a betta fish or ADF- african dwarf frogs.  Both need a heater and filter.   I'm sorry to be the bearer of bad news, but 28L just isn't big enough for what you want.
