Hi! I have just purchased an aquarium and the filter supplied is an internal one (Aquael fanfilter plus). It states that it should be "fully submerged" however I am not sure what this means and am worried about being electrocuted. If it is to be fully submerged then the power cord and the internal circuits will get wet wont they????

Generally with smaller aquariums (and terrariums requiring lower water levels), you are provided with internal filters.  Internal filters work the same as an external power filter (the small ones that hang on the side or back of your aquarium and siphon water out to filter and then replace the water into the aquarium with a waterfall).

Yes, these internal filters must be fully submerged (but NOT completely to the top, as that would defeat the purpose of removing the dirt from the tank).  Most internal filters have their water pump on the bottom of the device - this is what MUST be fully submerged to prevent overheating and frying the motor.  The top of the filter should be just above the water line so the clean water is able to fall back into the aquarium.

Oh, and no, you will not be electrocuted.  The wire is insulated to prevent electrocution, so don't worry about that.
